Water Technical Assistance

NCRWA’s Circuit Riders assist public and private water systems in their operational efforts to protect public health and comply with complex State and Federal regulations. Funding for the Circuit Rider Program is provided through the U.S. Department of Agriculture’s Rural Utilities Service and the State Revolving Fund.

System support includes:
- Managerial assistance with Water Rate Assessment/Studies, Budgeting, Water Audits, Loan and Grant Applications, Capital Improvement Plans, Water System Management Plans and Board/Council Education
- Emergency leak detection (Assist in locating an unfound leak that is causing significant system water loss that threatens the supply of water)
- Routine leak detection (Assist in locating and/or isolating a known leak)
- System-wide leak detection (Assist in locating leaks that are contributing to the overall system water loss but is not posing an immediate threat to the water supply)
- Distribution system evaluation including pipe and valve location, pressure loss and water quality complaint investigation
- Evaluate system needs and assist with identifying corrective actions for system malfunctions and operational problems
- Operational support for water treatment processes, laboratory and testing techniques, and sampling protocol
- Advise on monitoring requirements
- Administrative help with various reporting requirements such as Local Water Supply Plans, Consumer Confidence Reports, Water Shortage Response Plans, Sample Site Plans and Emergency Response/Risk Assessment Planning
- Emergency Response to natural disasters and other crisis situations
