With a career spanning nearly four decades, Troy has built a distinguished reputation as a leader, educator, and technical expert in the water and wastewater industry. Beginning his professional journey in 1986, he has consistently advanced utility operations, workforce development, and community resilience across multiple states.

Troy holds extensive industry credentials, including UMC – Utility Management Certification, UFC – Utility Finance Certification, Wastewater Level 4 (NC), Water C (Well), B Collections, Class A Wastewater (South Carolina), and multiple Florida licenses: Class A Wastewater, Class B Water, Collections B, and Pretreatment C.

His commitment to education is reflected throughout his career. From 2007 to 2012, he served as an Instructor at Hillsborough Community College, shaping future utility professionals. In 2009, he was featured in TPO Magazine for “Starting Them Young,” highlighting a Summer Science Program he developed while serving as Utility Superintendent for the City of Haines City. He later continued teaching as a Guest Instructor at the University of Florida TREEO Center from 2013 to 2015.

From 2015 to 2018, Troy worked with the Florida Rural Water Association, where he played a pivotal role in developing Florida’s first Asset Management Plans (AMP) — a major milestone in statewide utility planning and sustainability.

Since 2021, Troy has served as the Western NC Technical Assistance Provider and Trainer for the North Carolina Rural Water Association, where he supports utilities across the region with hands-on technical guidance, compliance support, operational troubleshooting, and professional training. His work strengthens rural systems, enhances operator competency, and promotes long-term infrastructure resilience.

Throughout his career, Troy has been deeply involved in emergency response and recovery efforts, contributing to utility restoration during major hurricanes including Gene, Charlie, Frances, Irma, Hermine, and Helene. His steady leadership and operational expertise have helped communities recover during their most critical moments.

Troy is also an active contributor to industry knowledge, writing for NC Rural Water’s Tarheel Pipeline Magazine, where he shares insights shaped by decades of field experience.

Beyond his professional accomplishments, Troy is a devoted family man — married for 30 years, father of three, and grandfather of two. He enjoys traveling, especially throughout the Caribbean, where he finds time to relax, explore, and recharge.
