After graduating from high school in Stanly County in 1985, Troy served 10 years in the U.S. Coast Guard, attached to Search and Rescue, as a Gunner's Mate, and later a Small Arms Instructor.

Following his honorable discharge, he dedicated more than 30 years to municipal water and wastewater utilities with the Towns of Oakboro and Denton, earning numerous state certifications and serving in leadership roles as an Operator in Responsible Charge (ORC), Pretreatment Coordinator, and Maintenance Technician.

After retiring from municipal service in 2026, Troy joined the North Carolina Rural Water Association as a Certification Instructor, where he is passionate about sharing his knowledge and helping develop the next generation of water and wastewater professionals.
